Between 2021 and 2024, the Indian Railways made a whopping Rs 1,229.85 crore from canceled waiting list tickets. The earnings from ticket cancellations have been increasing since 2021. During the Deepavali week alone in 2024, the railway earned Rs 10.37 crore as 96.18 lakh tickets and 47.82 waiting list passengers were canceled. The earnings for 2021 were Rs 242.68 crore, as a whopping 2.53 crore of waiting list tickets were canceled. In 2022, the railway’s earnings stood at Rs 439.16 crore, with 4.6 canceled tickets. With 5.26 crore tickets canceled in 2023, the railway made Rs 505 crore. These staggering figures emerged from an RTI filed by Dr. Vivek Pandey, a Madhya Pradesh-based activist. He also released the RTI replies on X/Twitter slamming the railways on their ‘money making strategy.’

How did the Indian Railway earn more than a tech startup with mere canceled tix? Cancellation charges, of course. Per the IRCTC portal, the railway deducts a flat Rs 60 for canceling a confirmed Second Class ticket 48 hours before the scheduled departure. The rates for AC 1st class, AC 2, AC3, and Sleeper Class are Rs 240, Rs 200, Rs 180, and Rs 120, respectively. The cancellation fares exceed up to 50% for canceling the tickets for up to 4 hours from departure. Per the refund rules cited at the Indian Railways site, a full refund is permissible if the ticket is canceled within 72 hours of the scheduled departure of the train.
Pointing out the obvious, a former railway official told the Hindu that the Indian Railways is unable to cater to the growing demands with its limited capacity. He added that the railways must avoid shelling out too many waiting lists. He gave an example, citing an 18-coach train that typically has 720 seats, however, the railway allots a staggering 600 waiting lists, which can never be accommodated.
